Affordable Housing
These programs provide critical financing and other incentives for the creation and preservation of affordable housing.

Community Development Block Grant (CDBG)
Our City staff administers the Federal Community Development Block Grant (CDBG) programs in collaboration with local community groups and City Council.

Loan Servicing Agency
AmeriNat, services the City of Visalia existing housing loan files. If you have an existing loan there are new online payment options available by clicking the link.  You may also contact AmeriNat directly for questions and pay off instructions at 1-800-943-1988; fax your request to Customer Service at (562) 928-9171; or click the link above to visit their website.

Publications & Reports
As a participating jurisdiction and entitlement community, the City of Visalia receives federal formula grants through the U.S. Department of Housing and Urban Development (HUD).  This entitlement provides eligible metropolitan cities and urban counties with annual direct grants:  Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) funds.  Grant Funds are intended to provide decent housing and a suitable living environment, and to expand economic opportunities primarily for low-and moderate income households.

2015 Standardized Lease Program Agreement
The City Council approved the 2015 Standardized Lease Program Agreement  with participating park owners and 2015 Model Lease Agreement on February 17, 2015. The term of the agreement is for five years.  Under this agreement participating parks have agreed to offer a standardized lease agreement with specific rental increase caps.  The City Council report dated February 12, 2015, provides information about the MOU, and its history.  It is Item #11 on the Regular item portion of the agenda.


The City of Visalia is seeking your feedback in preparation of its 2019 Action Plan, for the use of Community Development Block Grant (CDBG) and HOME Investment Partnership Funding.


Your feedback is important!    Please provide feedback by or before January 18, 2019.   



The City receives both Community Development Block Grant (CDBG) and HOME federal funds from the U. S. Department of Housing and Urban Development (HUD).  The plan that we are preparing for is for the Action Plan year of July 1, 2019 through June 30, 2020.   These federal funds are invested in activities meeting Visalia’s high priority needs which improve its community. These high priority needs and activities were identified in the 2015-2019 Consolidated Plan (ConPlan), and are reflected in the attached document.  Feedback on Proposed 2019 AP CDBG HOME.pdf
