Community Development Block Grant

City of Visalia receives an entitlement allocation of federal Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD). Through the annual allocation of CDBG funding, the

City is required to meet the national objectives of either:       

  • Benefitting low and moderate-income households
  • Eliminating slums and urban blight; and
  • Meeting community needs of an urgent emergency.

The primary objective of the Visalia’s CDBG program is benefitting low and moderate income persons and areas by providing decent housing, a suitable living environment and expansion of economic opportunities.   The City's proposed CDBG goals and objectives are presented in the federally-mandated Consolidated Plan and Annual Action Plan.
