The City of Visalia Building Department would like to inform you of the upcoming adoption of the 2025 California Building Standards Code (Cal. Code Regs., Title 24), that will become effective on January 1, 2026. This update will introduce new requirements that will impact the design, construction, and renovation of buildings within the City. All Applicants are encouraged to familiarize themselves with these updates to ensure compliance with the latest regulations. Permit Applications submitted on or after January 1, 2026, must comply with the 2025 Code. If you are planning any construction, remodeling, or renovation projects, please be sure to review the new Code with your Architect, Contractor, or Design Professional.

To apply for a permit or submit building plans:   1) submit in-person between the hours of 7:30am and 4pm or    2) use the drop box at the building entrance to leave application,   payment and/or flash drive    or   3) submit documents through the following link: https://www.visalia.city/permitfiledrop

Payment of plan check fees will be required before processing. Permit and Inspection cards will be required on the job site at time of inspection.

Online services now offered: Site Plan Review, Solar panel permits with SolarApp+. More services to be offered in the future.

The Permit Counter provides support to the City of Visalia Community Development Department as a  "one stop shop" for the general public, the building industry and the development community. The counter staff will help direct your project needs, intake your applications and issue a variety of city permits.
