Watering Rules

Stage 2 - Watering Rules:

(effective March 1, 2021)    

  • Overseeding of lawns is prohibited; exception is provided for maintenance of sports fields and golf courses/greens.

  • The filling or refilling of ornamental lakes or ponds is prohibited, except to the extent needed to sustain aquatic life where the animals are of significant value and being actively managed.

  • Washing buildings is prohibited unless preparing the building for sale or for painting utilizing low-flow high-pressure washer only.

  • All outdoor mist cooling systems related to human comfort are prohibited.

  • Use of temporary water slides is prohibited.

Permanent water conservation requirements:

  • Watering or irrigating ornamental landscape, turf or other vegetated areas is prohibited between 8 am and 6 pm on any day; an exception applies to the use of a hand held watering can or similar container, or a hand held hose fitted with a positive shut-off nozzle that causes water to cease immediately when not in use.
  • Irrigation utilizing an unattended hose sprinkler, soaker hose or other irrigation system requires the hose be fitted with a hose faucet timer.
  • Water flow or runoff onto adjacent property, non-irrigated areas, sidewalk, driveway, gutter, street storm drain or ditch is prohibited.
  • Irrigation of ornamental landscape or other vegetated areas is prohibited during and within 48 hours of measurable (.25 inches or more) rainfall. Check here for latest rainfall measurement. 
  • Washing down of hard surfaces, including building exteriors, sidewalks, driveways, parking areas, courts, patios, or other paved areas, is prohibited unless it is necessary for the health and safety of the public, in which case a low-flow, high pressure washer must be used.
  • Washing of vehicles is allowed with use of a hand-held bucket or hand-held hose with an operating positive shut-off nozzle. Runoff is prohibited.
  • Leaks, breaks or malfunctions in plumbing or water distribution systems must be repaired within 48 hours of discovery with an official City of Visalia sign displayed notifying the public of the repairs while area remains wet.
  • Swimming pools are prohibited from being drained no more than once every 3 years, except in cases where structural repairs are required, excessive chemical imbalance, or to comply with public health standards.
  • A cover must be installed when constructing a new pool or when a City building permit is issued for repair or remodeling of an existing pool or spa.
  • Ornamental Fountains must use a water recycling system.
  • Drinking water at eating or drinking establishments is to be served only upon request.
  • Food preparation establishment shall use only water conserving dish-wash spray valves.
  • Commercial lodging establishments must provide customers the option of not having towels and linen laundered daily.
  • The installation of single pass cooling systems in new buildings is prohibited.
  • Only recirculating water systems are allowed for new commercial conveyor carwash and commercial laundry systems.
