Violations of the Water Ordinance are Subject to Penalty

Watering on days other than your designated watering day(s) and time and wasting water are subject to possible citation and fine.

Receipt of more than one (1) violation notice within a 12-month period will result in the issuance of a citation and fine.  The amount to the fine is determined as follows:

  • 2 notices or more in a 12-month period - $125
  • 3 notices in a 12-month period - an additional $250
  • Each additional notice thereafter $625

If you receive a City of Visalia Administrative Citation for Violating the Water Conservation Ordinance you have the following options: 

  • Attend one educational water class in lieu of paying the citation fee.
  • Register for the class by contacting Water Conservation at (559) 713-4531 prior to the end of the appeal period. 
  • Citizens must attend one of the water classes within 75 days of the date of their letter.
  • Pay the citation fee.  Contact the City of Visalia Finance Department at (559) 713-4516.
  • Appeal the Citation. 
  • Visit the Neighborhood Preservation Division office in-person or use the drop box at 315 E. Acequia Avenue, inside City Hall East between the hours of 8 a.m. to 5 p.m., Monday through Friday.
  • Pay the $100 appeal fee and fill out the appeal request form.  The appeal fee is non-refundable if the appeal is not upheld.  If the appeal is successful, the fee is returned.
  • Citizens receive notification of the date and time of the hearing by mail at least two weeks prior.
  • Hearings are held on the 4th Wednesday of each month.  Citizens can ask for the hearing to be rescheduled if they are unable to attend during the assigned time.  Citizens may bring legal counsel with them to the hearing.
