Utility Billing Changes Are Coming

Effective January 1, 2019, your utility bill (for trash, sewer, groundwater and storm drain services) will come directly from the City of Visalia and payments will be made to the City.

This change will allow for enhanced customer service delivered by City of Visalia staff members.

What will change?

  • Your utility bill account number and the mailing address for your payment will change.
  • If you pay your utility bill through your bank’s billpay, you will need to change your account number and the payment mailing address after Jan. 1, 2019.
  • If you pay your utility bill through automated payment (ACH), you will need to sign up again with the City of Visalia after Jan. 1, 2019.
  • In-person payments will continue to be accepted at 707 W. Acequia, Monday through Friday, 8 a.m. to 4 p.m., or at the drop-off box located at that same address.


Frequently Asked Questions

How do I pay my current bill?

Payment will stay the same for citizens that pay by phone or drop box. For those that pay by mail, you will need to mail your payments to City of Visalia Utility Billing Center, P.O. Box 80268, City of Industry, CA 91716-8324. Those that pay online will need to either call in with payment, walk-in with payment or drop off your payment at the drop box.

I always pay online, but I'm being redirected to a new website. How do I pay my current bill online?

You will not be able to pay online until you have set up an online account in our new system.

To pay your current bill, you can: (1) Pay over the phone by calling our Utility Billing Center at 1-833-COV-BILL Monday through Friday from 8 a.m. - 5 p.m. (2) Pay by mailing the payment to City of Visalia Utility Billing, P.O. Box 80268, City of Industry, CA 91716-8324 (3) Pay by walk-in to our payment counter at City Hall West, 707 W. Acequia from Monday through Friday between the hours of 8 a.m. - 4 p.m. (4) Pay by placing your payment envelope in our outside drop-box located at City Hall West (on the west side of the building).

I had a balance due on my GW Fathom generated bill in December, how do I pay that?

For accounts with balances as of January 1, 2019, due to either a prior months bill or receiving a bill late in December with a January due date, we will be contacting you to provide you with your new Customer Number and your Last Invoice Number as generated by our new system. This information will come to you either via your registered email address or by mail. Instructions how to set up an account and continue your preferred payment methods will be included in this communication.

When I get my new bill in mid to late January, how do I pay that?

Everyone will receive a paper bill for the month of January. This bill includes a helpful insert that explains the new look of the bill and provides the website for you to set up your account and select your payment options. You will also be able to select to receive your bills electronically.

I always mail my payment in. Where do I mail it now?

You can mail your payment to City of Visalia Utility Billing, P.O. Box 80268, City of Industry, CA 91716-8324. If you are mailing your payment prior to receiving your first paper bill from the City, please make sure to include the remittance stub to avoid any issues identifying your new accounts.

I'm worried I'm not going to get my payments straightened out, will I be charged a late fee?

All late fees for the month of January are being suspended while citizens transition into our new payment methods.

Why is the City making this change? Is this going to cost me more every month?

There are no changes being made to the rates and there will not be any rate increases because of this change.

This is being done to be more responsive to our customers. Our new system provides us with greater access to all customer account information and allows us to streamline our operations at the Utility Payment Center and in the field. We are now able to provide greater customer service through City staff members in our Utility Billing Center and comes at no extra cost to citizens.

Why am I being charged a processing fee to pay with a credit card? Is this new?

Any citizen that chooses to pay with a credit card will be assessed a 2.8% processing fee. This has been our standard procedure with previous vendors (such as Fathom) and is not a fee that the City makes money from. It is a pass through fee that we are charged from the credit card companies and is passed through to credit card paying customers. This fee is charged anytime a credit/debit card is used for your utility payment, regardless of whether you pay in person, over the phone or online.
