Can I pay my City Utility bill online?

Yes, you can visit https://covbill.visalia.city to pay your utility bill online and setup automatic payments.

Can I pay my City Utility bill in person?

Yes, we accept payments for City utility services at the office located at 707 W. Acequia (City Hall), Monday through Friday from 8 a.m. to 4 p.m. There is also a drop box on site to accept your payments 24 hours a day, seven days a week.

Please note, payments received after 4 p.m., will be posted to your account on the following business day.

Can I sign up for Automatic Payments with ACH?

With the change to our new Utility Billing system on January 1, 2019, if you previoulsy paid via an automatic withdrawal, your bill payment for January and all future months will not be processed. You can follow either of these steps to resume automatic withdrawal:

  • Use the Customer number and Invoice Number you received via email or USPS to set up an online account and restart ACH payments. You will need to manually make one payment using your online account, then you will have the option to make the wihdrawal automaic.
  • Or you can wait until you receive a City paper bill (sometime in the month of January) and follow the same steps above to sign-up.

How do I contact the Customer Care Center for City Utility services?

You may call the Utility Billing Center at (559) 713-4499 from 8:00 a.m. to 5:00 p.m. Monday through Friday.

How do I start or stop trash and sewer service?

To initiate any change in your trash or sewer service you should call the City Utility Billing Center at (559) 713-4499.  They will be able to assist with the following type of transactions:

  • Establishing new service
  • Terminating service
  • Transferring service
  • Making payments
  • Answering questions about your bill

Is there a local drop-off payment location?

Yes.  You can pay your City of Visalia Utility Services Bill at 707 W Acequia (City Hall) via drop box located on the West side of the building or in person during our office hours of Monday through Friday from 8am and 4pm.

What are my payment options?

There are several ways to pay your bill:
    • Mail a check with the payment stub in the envelope enclosed with the bill 
    • Pay your Bill  online with credit/debit card* or e-check 
    • Pay over the telephone with a Customer Service Representative with credit/debit card*
    • In-person with cash, money order, check, or credit/debit card at the Payment Center at 707 W Acequia (City Hall)
    • Use your own bank's Bill pay 
    • Sign up for ACH (Automated Clearing House) or automatic debit from your checking account. 
                           
*Credit and debit card payments require a processing fee of 2.8%.

What kind of calls does the Customer Care Center take?

The Customer Care Center handles calls regarding trash collection and sewer services provided by the City of Visalia.  This includes answering billing inquiries, setting up new service accounts and closing current services.  In addition, Customer Care Center handles calls for missed trash/recycling pick-up and additional container requests.

Where can I mail my City of Visalia Utility Bill payment?

Why am I being charged a processing fee to pay with a credit card? Is this new?

Any citizen that chooses to pay with a credit card will be assessed a 2.8% processing fee. This has been our standard procedure with previous vendors (such as Fathom) and is not a fee that the City makes money from. It is a pass through fee that we are charged from the credit card companies and is passed through to credit card paying customers. This fee is charged anytime a credit/debit card is used for your utility payment, regardless of whether you pay in person, over the phone or online.

Is the City of Visalia deferring utility payments due to the COVID-19 emergency state?

The City of Visalia is not deferring utility payments.  However, there will be no late charges on your utility bill through June 30, 2020.  This applies to all residential and commercial accounts.

Can I cancel or suspend my trash service during the COVID-19 emergency state?

Services may not be suspended.  Residential Trash and Sewer are essential for the public health and safety of our Citizens.  The Solid Waste crews are still hard at work to provide the level of service that you expect.  Please rest assured that there will be no interruption in service during this time.  For Commercial accounts and businesses that are temporarily closing, the City is allowing the service to be brought down to the minimum level of one pickup per week.
