New Traffic Pattern on Riggin Avenue

Construction work for the Riggin Widening and Improvement Project continues Monday, February 23 with a new traffic pattern on Riggin Avenue, from Kelsey Street to Shirk Street.
“This Riggin Widening Project will increase vehicle capacity on Riggin Avenue, between Kelsey Street and Shirk Street, by adding additional east/west lanes to support this growing area of our city,” shared Diego Corvera, City of Visalia Senior Civil Engineer, and Project Manager.
Westbound traffic will be shifted to the new pavement on the north side of the roadway on Riggin Avenue from Shirk Street to Kelsey Street. Eastbound traffic will be shifted to the new pavement on the south side of the roadway on Riggin Avenue from Shirk Street to Kelsey Street.
“Travelers are asked to proceed cautiously and slow for the cone zone,” added Corvera. “Those who live, work, or are visiting businesses on Riggin Avenue will be able to access the area.”
The Riggin Widening and Improvement Project includes the roadway widening of Riggin Avenue, bike path construction, installation of sanitary sewer pipe, storm drain line, water line, concrete improvements, and the signalization of Riggin Avenue and Shirk Street.
Construction is being carried out by Agee Construction Inc, with construction management handled by NV5 and VRPA Technologies, Inc., and overseen by City of Visalia Building and Engineering Department staff.
