Work on Mill Creek Culvert Project Continues

Construction continues on the Mill Creek Culvert Replacement Project as crews push ahead after multiple rain delays.
“Due to multiple rain events our Mill Creek Culvert Replacement Project has been severly delayed, but crews continue construction as we work to bring these important improvements to Giddings Street,” shares Bryce Nagel, Assistant Engineer. “The Concrete Box Culvert and wingwalls are now finished, and backfilling has begun.”
Major rainfall from multiple storms washed out rebar and forms on the project site, which has closed the street south Giddings Street from Mineral King Avenue to Main Street.
“We’re delayed, but working hard and making headway on the project,” adds Nagel. “These improvements are vital to Mill Creek and the area, as they include pedestrian-activated flashing beacons and a new crosswalk.”
The Mill Creek Culvert Replacement Project will enhance local infrastructure by improving drainage with the installation of a new 12-inch water main, install new street lighting, and includes the repaving of Giddings Street.
Detour routes remain posted to direct traffic around the construction zone. Access to nearby properties is maintained where possible, and accommodations are in place for school-related pedestrian traffic.
“With school soon back in session after the holidays, we encourage the public to follow the posted detour signs, give themselves extra travel time, and slow down when driving through the construction area,” adds Nagel.
Work is being performed by Dawson-Mauldin Construction and overseen by the City of Visalia Engineering & Building Department. Work is expected to be completed February 2026, pending weather delays.
