Sanitary Sewer Master Plan Up for Review

11.17.25
The City of Visalia is in the process of updating its Sanitary Sewer System Master Plan, and the completed report is now online and ready for public review and feedback.
“Visalia’s sanitary sewer system is a critical part of our public infrastructure,” shares Katherine Woodhull-Fuget, Associate Engineer, City of Visalia. “It can be said a city’s sanitary sewer system is invisible when it’s working well, but it’s buried beneath us, working to protect public health and our environment by safely collecting and treating wastewater.”
The Master Plan, prepared by Carollo Engineers, Inc., serves as a critical guide for the design, development, and management of Visalia’s sanitary sewer system, ensuring that public infrastructure keeps pace with the city’s growth and development.
The City’s previous Sanitary Sewer Master Plan was last updated in 1994. Since that time, the 2014 General Plan introduced new land use types, policies, and densities that directly affect how facilities must be sized and designed. The updated Master Plan will ensure that sewer system infrastructure is adequately planned for future growth.
The City intends to adopt the Sanitary Sewer Master Plan on December 2, 2025, at that evening’s City Council meeting, before resuming work on the sewer developer impact fee nexus study. The nexus study will include meetings with stakeholders to ensure the wastewater trunkline impact fee is fair and reasonable.
Written comments on the Master Plan report will be accepted through Monday, December 1, 2025 by emailing
