Join Us To Learn About the Disadvantaged Business Enterprise Program

The City of Visalia's Transit Division invites community members and interested stakeholders to attend a public participation meeting on the City's Disadvantaged Business Enterprise (DBE) program.

Join us on Wednesday, October 1 at 5:30 p.m. at the Citizen's Advisory Committee, inside the City of Visalia Administration Building at 220 N. Santa Fe St.

During the meeting, Visalia Transit staff will discuss the DBE program and the prepared draft DBE plan and goal, created in accordance with the DBE goal-setting regulations outlined in Title 49 of the Code of Federal Regulations Part 26 (49 CFR 26).

For those unable to attend, Visalia Transit invites the public to review the draft DBE and provide their comments. The public comment period is open now, with comments accepted through Wednesday, October 22.

About the Disadvantaged Business Enterprise (DBE) Program

The City of Visalia works to ensure that disadvantaged business enterprises have the maximum practical opportunity to get Visalia Transit contracts for construction, professional and technical service. 

It is the policy of the City of Visalia to ensure that DBEs are defined in part 26, have an equal opportunity to receive and participate in DOT-assisted contracts. It is also our policy:

  • To ensure nondiscrimination in the award and administration of DOT - assisted contracts
  • To create a level playing field on which DBEs can compete fairly for DOT-assisted contracts
  • To ensure that the DBE Program is narrowly tailored in accordance with applicable law
  • To ensure that only firms that fully meet 49 CFR Part 26 eligibility standards are permitted to participate as DBEs
  • To help remove barriers to the participation of DBEs in DOT assisted contracts
  • To assist the development of firms that can compete successfully in the market place outside the DBE Program.
