Mill Creek Project Brings Improvements & Road Closure

Construction on the Mill Creek Culvert Replacement Project will begin Monday, August 11,  and brings the closure of south Giddings Street from Mineral King Avenue to Main Street.

“The Mill Creek Replacement Project includes demolition and replacement of the Mill Creek Culvert, which allows the water in Mill Creek to pass under the road,” shares Bryce Nagel, Assistant Engineer. “The project includes pedestrian-activated flashing beacons and a new crosswalk, as well as electrical improvements, the installation of a new 12-inch water main, new street lighting, and the repaving of Giddings Street.”

Detour routes will be clearly posted to direct traffic around the construction zone. Access to nearby properties will be maintained where possible, and accommodations will be in place for school-related pedestrian traffic.

“We encourage the public to follow the posted detour signs, give themselves extra travel time, and slow down when driving through the construction area,” adds Nagel.

The Mill Creek Culvert Replacement Project will enhance local infrastructure by improving drainage, upgrading utilities, installing new pedestrian facilities, and repaving the roadway.

Work is being performed by Dawson-Mauldin Construction and overseen by the City of Visalia Engineering & Building Department. Work is expected to be completed mid-December 2025.
