Traffic Switch Coming to Riggin Avenue

As work on the Riggin Widening Project rolls forward, a traffic switch will occur this Thursday, June 5, 2025.
Crews are currently working on Phase 2 of construction along the southside of Riggin Avenue and paving will occur this week. Once completed, the southside of the roadway will be ready to receive traffic.
“Traffic lane shifts will be posted on the roadway with crews directing traffic as necessary,” added Corvera. “Detour routes will be posted to properly advise the public as needed and we ask that travelers be extra aware when traversing the construction areas and slow for the cone zone.”
The upcoming traffic lane shift will establish the ultimate traffic pattern, with westbound traffic on the northside of the roadway and eastbound traffic being placed on the southside of the roadway.
Westbound traffic will be flagged by construction crew members and managed in a single lane as final paving is completed on the northside. This work is anticipated to be completed by Friday, June 7, 2025.
Entering the Final Phases
The Riggin Widening Project is entering its final phases, with striping and signage still left to complete. While work continues, the frontage road will be operational.
“The Riggin Widening Project will ultimately increase vehicle capacity on Riggin Avenue between Mooney Boulevard and Conyer Street by adding additional east/west lanes to support this growing area of our city,” Diego Corvera, City of Visalia Senior Civil Engineer, and Project Manager.
The improvements will widen the existing street to a four-lane divided roadway, providing bike lanes, a local frontage road, sidewalks, drainage improvements, new center medians, streetlights, and street landscaping.
Construction will continue weekly until completion, which is anticipated in July 2025.
Work is being performed by contractor Cen-Cal Construction and overseen by City of Visalia Building and Engineering Department staff.
