Update on Houston Avenue Roadwork

The Major Street Rehabilitation Project on Houston Avenue in northwest Visalia continues as new base is added to strengthen Houston Avenue and the project continues forward.
 
“We want to keep the public informed and will continue to provide updates as work rolls on,” shared Chantha Chap, City of Visalia Associate Engineer. “Currently, the pavement on the north side of Houston Avenue, within the project boundaries, has been removed.  In the next few days, the contractor will be evaluating the existing ground and aggregate subbase underneath the recently removed asphalt to locate areas of soft spots to be removed and replaced with new aggregate base. This strengthens the structural section and avoids future roadway failures.”
 
  • On Thursday (6/21/18) through Friday (6/22/18), the contractor will overlay the north side of Houston Avenue with Hot Mix Asphalt (HMA) providing a new driving surface.  Traffic will continue to use the south side of the roadway for east and westbound movements.
  • On Saturday (6/23/18), the east leg of Houston Avenue at the intersection with Demaree Street will be closed from 7 a.m. to 5 p.m.  The closure extends 200 feet to the east of Demaree Street prohibiting westbound traffic accessing Demaree Street.  Demaree Street northbound and southbound will remain open throughout the closure.  Westbound traffic on Houston will be detoured to Ferguson Avenue via County Center Street and Demaree Street.  It is anticipated that the intersection will be reopen late Saturday night.
  • Starting Monday (6/25/18), the Contractor will move back to working on Houston Avenue between Demaree Street and Mooney Boulevard.  However, the work will be flipped because of the recently completed north half.  Both east and westbound traffic will be shifted to the north side of the roadway onto the new pavement while the contractor begins work on the south side of the roadway.  Similar to the north half, the pavement will be removed, the subbase will be evaluated and replace if needed in preparation for the HMA to be placed on Thursday (6/28/18) through Friday (6/29/18). 
  • On Saturday (6/30/18), the west leg of Houston Avenue at the intersection with Demaree Street will be closed from 7 a.m. to 5 p.m. to complete the intersection.  The closure extends 200 feet to the west of Demaree Street prohibiting eastbound traffic accessing Demaree Street.  Demaree Street northbound and southbound will remain open throughout the closure. Eastbound traffic on Houston will be detoured to Ferguson Avenue via Linwood Street and Demaree Street.  Again, it is anticipated that the intersection will reopen late Saturday night.
 
With work completed, the Contractor will still need to raise the utility access holes.  This will occur over the week of July 2nd, with no work occurring on the 4th of July holiday. Striping will occur two to three weeks later during the night.  Upon completion of raising the utility access holes, the Contractor will move to the east and work on Houston Avenue East of Mooney Boulevard to West of Dinuba Boulevard. 
 
Law enforcement will have emergency access to the roadway during the closure and the nearby residents and businesses will have local access to their properties.
 
Following the Road Reconstruction work on Houston, the intersection work for Demaree Street and Goshen Avenue will begin the week of July 9th.  Information regarding this project is forthcoming and will last through the fall of 2018. To learn more about this road work and its impact, a public meeting will be taking place on Monday, June 25th from 5:30 -  6:30 p.m. at Manuel F. Hernandez Elementary, located at 2133 N. “We understand that these construction projects may be an inconvenience for the traveling public,” added Chap. “We will continue to make every attempt to complete the work as quickly as possible, and ask that drivers continue to allow additional time to move through the construction zones.”
