The Visalia City Council authorized the City Manager to execute a lease agreement between the Tulare County Office of Education (TCOE) and the City of Visalia for the Oval Service Center at Lincoln Oval Park.
TCOE will use the facility to operate their Home Base Program, which provides one-on-one home visits where, “the home educator works with parents to help the child develop positive self-awareness, self-confidence, social skills and a love for learning.”
In March, several potential nonprofit service providers were considered by Council as potential tenants of the Oval Park Service Center and TCOE’s Home Base Program was selected. Various factors were considered in the decision-making process including the potential impact early childhood education plays in combating poverty and the positive, family-friendly activity such a service could bring to the Oval Park, including increased usage of the new play structure adjacent to the Service Center.
The City owns the Oval Service Center at 808 N. Court. The Service Center was last used by the Visalia Rescue Mission but was returned to the City last August. The only modification to the structure will be the replacement of one of the adult sized toilets with a children’s sized toilet.
The lease will commence on August 1, 2017 and end on July 31, 2018 unless the lease is renewed per TCOE, who has an option to extend the lease annually for an additional four years.
