The second of two information meetings will be held to help you understand the process and the criteria that must be used to draw the districts. The second meeting will be held at the following location:
7 p.m. Tuesday, Sept. 30, 2014
Manuel Hernandez Community Center, 247 W. Ferguson Ave.
Doug Johnson of National Demographic Corporation will lead the meeting discussion. Free public participation kits will be available to give you the tools to submit your own boundary proposal for discussion and consideration by the public and the City Council. Kits are available on the City's website at www.ourvisalia.com. Copies of the public participation kits are also available at City Hall, 707 W. Acequia Ave.
These meetings are a first step. At a City Council meeting in the Fall, three City Council district proposals will be proposed that will be available for you to review and provide your comments prior to a public hearing on the districts.
The voting districts will be implemented in November, 2016. In developing the five City Council districts prior to the 2016 election, the City must comply with legal criteria in establishing districts so that the districts are at least as nearly equal in population as required by law, do not result in a denial or abridgement of the right of any citizen to vote on account of race or color, and shall not be gerrymandered. In addition to the legal criteria, the Council adopted optional criteria on August 4 to be used in the development of the districts. The Council's goal is to adopt the district boundaries by June, 2015.
