The City Council will consider the following:
· Certification of the Final Program Environmental Impact Report (EIR) (SCH#2010041078): The EIR analyzes the impacts to the environment that would occur in the General Plan and Climate Action Plan upon adoption and implementation. The Program EIR will serve as the baseline environmental document from which all future California Environmental Quality Act (CEQA) analysis will "tier" from for both City-sponsored and private development projects.
· Adoption of the Visalia General Plan: An update of the City's existing General Plan (excluding the Housing Element). The General Plan is composed of goals, policies, a land use diagram, and other graphic figures and maps (e.g. open space systems, a transportation network, and public facilities) to guide future development within the City’s boundaries, through the year 2030.
· Adoption of the Climate Action Plan (CAP): A document that assists with developing and enhancing actions designed to reduce Visalia’s greenhouse gas (GHG) emissions. The CAP develops a comprehensive municipal and community strategy for addressing GHG emission reduction goals.
The City of Visalia is the project proponent. The project site is constituted by the Visalia City limits and unincorporated areas which extend up to four miles beyond the current Visalia City limits. The General Plan Update’s Planning Area and Climate Action Plan’s applicability is generally bound to the north by Avenue 328, to the west by Road 68, to the south by Avenues 260 and 264, and to the east by Road 156. The entirety of the project is within the County of Tulare, State of California.
As Lead Agency, the City of Visalia Community Development Department, Planning Division completed an Environmental Impact Report (SCH#2010041078) and a Statement of Overriding Considerations for adoption with the Visalia General Plan Update and Climate Action Plan project, consistent with CEQA. Significant and unavoidable impacts have been identified in the EIR for the following areas: Transportation; Air Quality; Agriculture; Noise; and Hydrology and Flooding.
All project documents, including the Final Program Environmental Impact Report, may be viewed at the Community Development Department, 315 East Acequia Avenue, Visalia, California 93291, between 8:00am and 5:00pm (except Saturdays, Sundays, and Holidays).
