The Commission will consider the certification of the Final Program Environmental Impact Report which analyzes the impact to the environment that would occur in the General Plan and Climate Action Plan upon adoption and implementation. The Program EIR will serve as the baseline environmental document from which all future California Environmental Quality Act (CEQA) analysis for both City-sponsored and private development projects will "tier" from.
The hearing will also be held to consider adoption of the Visalia General Plan and Climate Action Plan. The update of the City's existing General Plan, excluding the housing element, is composed of goals, policies, a land use diagram, and other figures and maps to guide future development within the City's boundaries through the year 2030.
The Climate Action Plan assists with the developing and enhancing actions designed to reduce Visalia's greenhouse gas (GNG) emissions. The Plan develops a comprehensive municipal and community strategy for addressing GHG emission reduction goals.
All project documents, including the Final Program Environmental Impact Report, may be viewed at the Community Development Department, 315 E. Acequia Ave., in Visalia between 8 am and 5 pm (except Saturdays, Sundays, and Holidays). The documents are also available at the Visalia branch of the Tulare County Library at 200 W.
