Randy Groom first served the City of Visalia beginning in 1985, when he joined the Visalia Police Department as their first Crime Analyst, at the age of 20, and later served as Police Specialist and Reserve Police Officer. After completing his degree in Business Administration at the Craig School of Business at Fresno State, Randy transitioned into the Information Services Division in the City’s Finance Department until 1994. Over the remainder of his initial 18 years at the City of Visalia Randy served as City Clerk and Deputy City Manager.
Randy left the City of Visalia to accept a position in the private sector, working as a commercial and governmental real estate appraiser with The Hopper Company in Visalia. A few years later he was offered the position of Administrative Services Director at the Visalia Unified School District and accepted that position. Randy worked from 2006 to 2010 for VUSD.
In 2010 the Exeter City Council selected Randy as their City Manager and he served in that position through the end of 2017. Following the retirement of Visalia City Manager Mike Olmos, Randy returned to Visalia as City Manager in 2018.
Randy has served on many community organizations and service clubs, including Downtown Visalia Rotary and Exeter Kiwanis. For several years he has been the Vice President of the Exeter Mural Team. Randy is married to Shelly, the Director of Teacher Support Services at Visalia Unified, and they have three grown children and one granddaughter.
In his limited spare time, Randy is a search and rescue K9 handler. He and his Australian Shepherd, Bandit, can be found many weekends training in various locations in the Sierra Mountains with the Sierra Central Team of the California Rescue Dog Association.
