Council Member Emmanuel Hernandez Soto represents the City of Visalia and District 4. 

He is a first generation Latino leader, and is proud to call Visalia his home. 

Council Member Hernandez Soto’s parents immigrated from Mexico to provide their family more opportunities in life. Council Member Hernandez Soto pursued his education and was the first in his family to graduate from College of the Sequoias and later, University of California, San Diego. Through his work in the community and on the Visalia City Council, he hopes to inspire many other youth from Visalia to do the same.  

Throughout the years Council Member Emmanuel Hernandez Soto has dedicated himself to uplifting the community, working with various non profits, most recently Community, Services, Education, Training (CSET) and Self-Help Enterprises. He is also a board member on the Tulare County Library Foundation Board, a member of Latino Rotary and Tulare County League of Mexican American Women. Lastly, he and other community members will be adopting CA-63, N. Dinuba Blvd, and do their best to keep it clean and green. Recognizing the tremendous work that these organizations and other community partners have done in Visalia, he carries with him values of service to others, advocacy and action in our community. 

Council Member Emmanuel Hernandez Soto is committed to staying rooted in these core values during his service on the Visalia City Council.
