Commercial/Industrial Pretreatment Program

The Commercial and Industrial Pretreatment program monitors and controls the sources of wastewater, and prevents, as much as possible, violations of local, state, and federal law, or anything that could inhibit the best treatment or re-use for the wastewater and biosolids. The pretreatment division monitors industrial, commercial, food service establishments, automotive repair facilities, carwashes, dental facilities and investigates any illicit and/or illegal discharges or possible sources of contaminants that have entered the city owned conveyance system and/or the water reclamation facility. The pretreatment division is the protective barrier for the collections and the water reclamation facilities processes and equipment.

 

The Industrial Pretreatment Division is responsible for:

  • Source control of all discharges
  • Enforcement of regulatory requirements by all users discharging into the sanitary sewer system
  • Protecting the City’s assets such as the conveyance and water reclamation facility’s devices, facilities, equipment, personnel, and liability from illegal and unsafe discharges
  • Identifying and classifying industrial users into the proper categories and permitting them according to the local, state, and federal laws
  • Identifying commercial manufacturers and permitting them appropriately
  • Identifying all non-residential users of the sanitary sewer system
    • Food service establishments
    • Medical (surgical) facilities
    • Dialysis centers
    • Dental facilities
    • Automotive repair facilities
    • Carwashes
    • Inter-district agreements
    • Illicit and illegal discharges
  • Documentation of all enforcement and monitoring activities
  • Submission of required reports to all regulatory agencies - local, state, and federal
  • Ensuring that the City of Visalia follows all regulatory requirements and reporting regarding industrial and commercial wastewater discharge

 

Certain businesses are required to complete certain forms, which will be identified during the City’s site plan review process. Permit fees may apply to certain types of facilities.
