CITY OF VISALIA | Public Notice for Proposed 2024 CDBG & HOME Annual Action Plan and 2019 CDBG-CV Annual Action Plan Amendment IV

Public Comment (March 15, 2024 - April 15, 2024):  The City of Visalia receives federal funds to invest in improving its community. The City of Visalia is seeking comments on the Proposed Program Year (PY) 2024 Community Development Block Grant (CDBG) and HOME Investment Partnership Program (HOME) Annual Action Plan.

5-Year Priority Needs: Based on the needs assessment, market analysis, and community outreach conducted in 2019, the City anticipates over the 2020-24 Consolidated Plan (ConPlan), CDBG funds are estimated at $5.6 Mil including Program Income (PI). CDBG high priority activities include homeless services with clear pathways to housing, homeless prevention, minor home repair program, mobile home accessibility repair program, code enforcement services, park improvements, and ADA improvements. HOME funds are estimated at $4.2 Mil including PI would generally be used for multifamily new construction, first time homebuyer program, scattered site acquisition/rehab of existing rental and ownership properties.

Proposed PY 2024 CDBG and HOME Annual Action Plan Summary: The 2024 activities will support objectives consistent with the 5-yr ConPlan.  The 2024 CDBG activities include CDBG administration, Continuum of Care services, permanent supportive housing match case management, housing flex funds, homeless prevention, transitional-bridge housing, emergency repair and accessibility home repair program, senior/disabled mobile home repair program, code enforcement services, park improvements, and ADA improvements.  The estimated 2024 CDBG allocations are $1,200,000 in annual allocation, and $100,000 in PI. If the estimated CDBG annual allocation or PI differs, the difference will be directed toward ADA projects. The 2024 HOME program planned priorities include HOME administration and HOME-CHDO Rancho Colegio, an 80-unit affordable multifamily development project. The estimated 2024 HOME allocations are $540,000 in annual allocation, $100,000 in PI, and $425,00 in prior year resources. If the estimated HOME annual allocation or PI differs, the difference will be directed to HOME-CHDO funded project.

Proposed PY 2019 CDBG-CV Annual Action Plan IV Summary: The proposed 2019 CDBG CARES Act (CDBG-CV) Annual Action Plan Amendment IV includes transferring $18,163, which is 6% of the remaining $291,599 in CDBG-CV reallocation funds to CDBG-CV administration, and well under the allowed 20% administration cap.
