Civic Center

Located in east downtown, the Visalia Civic Center Complex project is over 30 years in the making and underway now.

The first phase completed was the Visalia Emergency Communications Center (VECC). Known as the VECC, the 21,000-square foot facility houses the City of Visalia's 911 dispatch services, Emergency Operations Center, Traffic Management Center, Fire Department administrative offices, as well as the City’s Information Services Division.

The two-story facility includes communications and technology equipment and software including computer-aided dispatch and record management systems (CAD/RMS), a secure data center, and uninterrupted power supply (UPS) rooms.

Next Steps

The next phase of the Civic Center is already underway, and Friday, June 27, 2025 marked the Visalia Civic Center Groundbreaking Ceremony!

This special event celebrated the next phase of the Visalia Civic Center Complex project, and formally kicked off the construction on the Civic Center, Pavilion, Council Chambers and Public Safety and Finance building.
