The City of Visalia's Natural Resource Conservation Division was created to bring a greater guidance and a more proactive approach to the City's resource protection efforts.  The division's primary focus includes issues related to the following; Water Conservation, Ground Water Recharge/Water Quality, Air Quality, Commercial & Residential Recycling, Energy Conservation and Sustainability issues for the City.  For more information about Visalia's Natural Resource Conservation Division please visit:

Through partnership with the City of Visalia, HERO is available to you as an affordable way to make energy efficient, water efficient, and renewable energy upgrades to your home. HERO offers low-fixed interest rates and flexible payment terms of up to 20 years, with repayments made through your property taxes. You can use HERO to finance energy efficient projects that can increase your property value, lower your monthly utility bills, make you more comfortable in your home and contribute to making your community more energy independent. HERO is available for a wide array of home energy products, such as the list below:

The VIEW (Valley Innovative Energy Watch) Partnership is a collaborative between, Southern California Edison, Southern California Gas Company, the San Joaquin Valley Clean Energy Organization, and local governments in Tulare and Kings Countys.  The goal is to inspire, promote and implement energy efficiency practices throughout participating jurisdictions.  Realizing the value of this Partnership, the City of joined this effort in an attempt to better assess and implement needed energy efficient projects in municipal facilities, in addition to supporting energy saving efforts in our community's homes and businesses. The City of Visalia has partnered with the Valley Air District to support Healthy Air Living, a year-round program that provides every sector and resident of the Valley with valuable tools and strategies to craft a path to cleaner air and healthier lifestyles.  Healthy Air Living is collaboration between private citizens, business and industry, faith-based communities, nonprofit and social-service sectors, and health organizations to make sustainable, lasting changes in the way we live and work. The California Product Stewardship Council (CPSC) is a coalition of local governments and their associations related to solid waste, recycling, resource conservation, environmental protection, water quality, and other cross-media issues.   CPSC is working to shift California’s product waste management system from one focused on government funded and ratepayer financed waste diversion to one that relies on producer responsibility in order to reduce public costs and drive improvements in product design that promote environmental sustainability.  For more information on CPSC and it's programs please visit:

Local Governments for Sustainability (ICLEI) is an international association of local governments as well as national and regional local government organizations who have made a commitment to sustainable development.  ICLEI has over 1,200 cities, towns, counties, and their associations worldwide comprising their growing membership.
