Southern California Gas gives update on Advance Meter installation: New online tools are included in the current upgrade of residential and most business natural gas meters with the addition of an advanced meter communications device. Southern California Gas Public Affairs Manager Colby Wells provided the City Council with an update on the new system, which enables customers to sign up and access information, including: View up-to-date hourly and daily usage information and estimated costs; set and achieve savings and conservation goals; take an energy survey to learn how to conserve energy and save money, and; analyze usage over time. The new system will eventually provide better privacy and security when the company's network is fully operational. In the past, customers had to provide SCG with a key to their gates, leave latches unlocked, or confine their dogs to allow meter reading. Once fully operational, customers will only need to provide entry for periodic maintenance. The meters will also help the environment by taking 1,000 SoCalGas vehicles off the road every day, reduce 6.3 million vehicle miles and about 140,000 tons of greenhouse gases per year. Demographer to analyze data, develop options for voting districts:  The Visalia City Council authorized the City Manager to solicit a proposal from a qualified demographer familiar with district election requirements to analyze data and develop options for five-member City Council voting districts forfuture public review and comment and Council consideration. The proposal will include a work plan, timeline, community outreach effort, and cost. On Thursday, Feb. 6, the Tulare County court ordered the City of Visalia to elect Council members by district and in even years beginning in 2016 with two City Council members and continuing in 2018 with the remaining three Council members. Visalia now has two years to draw district boundaries for five voter districts.  To view the staff report,
