Recommended Measure R Amendments Approved 

At Monday's work session, the City Council approved a revised proposal to the Tulare County Transportation Authority for four amendments to the Measure R Expenditure Plan. Measure R is the 2006 voter-approved 30-year half-cent sales tax to address transportation needs in Tulare County. 

The Bike/Transit/Environmental Projects category, representing 14 percent of the total funds collected, is currently exceeding revenue expectations. Staff of the Tulare County Transit Authority spoke at Monday's meeting as part of its public outreach effort to review requests by member agencies The City is recommending the following amendments to the Clean Air Projects category:

  • An incentive of 25 percent of the amount of a federal discretionary grant be given to agencies that apply for and use to construct projects;
  • $150,000 be given to help increase bus service to alleviate current congestion on routes affected by regional service;
  • Allow any excess bike trail money to be used to deliver Class 1 trails in the City, including the Greenway Belt Trail project, and request $1 million in funding specifically for Class 1 trail projects, and;
  • If Measure R revenues exceed projected expenses, they are to be distributed to the nine-member agencies based on an equitable formula.

These requests will go to the Measure R Citizens' Advisory Committee, and final draft approval is anticipated at the April meeting of the Tulare County Transportation Authority.


Fee Mail Ballots Due Back March 18

Visalia property owners have until 4 p.m. on March 18 to choose to reduce the risk of local flooding and property damage by increasing maintenance on the City's expanding flood control and storm water drainage system at no additional current cost. A mail ballot went out on Jan. 31 to Visalia property owners who currently pay a monthly fee of 48 cents per parcel, or dwelling unit, that helped pay to enlarge Lake Kaweah. They can now choose to have a portion of the fee used to help reduce the risk of local flooding, which has occurred in the City as recently as 2010.

A "yes" vote on the mail ballot means the fee will continue at the same rate of 48 cents per month per parcel or dwelling unit with a portion going to fund local flood control maintenance. A "no" vote means the allowable use of the monthly fee will not include local flood control maintenance, and a fee of 5 cents per month will continue to fund Lake Kaweah maintenance requirements.

The funds can only be used for flood control purposes, and flood insurance costs and requirements will not be affected by the outcome of the vote. Only signed ballots received by 4 p.m. on March 18 will be counted. For more information, click here.

The City Council voted on March 4 to direct the City Manager to vote "yes" on the 63 property-based ballots the City received.
