Chief Jason Salazar Announces Captain Promotion

Chief Jason Salazar announces the promotion of Steve Phillips to the position of Police Captain.

Captain Phillips began his employment with the Visalia Police Department in 1996. In 2003, he was promoted to the position of Agent. In 2007, he was promoted to the position of Sergeant, and in 2011 to the position of Lieutenant.

During his employment with VPD, Captain Philllips has been assigned to both the Operations Division and Operations Support Division. He was a member of the K9 Unit and Property Crimes Unit and was also assigned to the Professional Standards Bureau as the Training Sergeant/Public Information Officer.

As a Lieutenant, he has been assigned to District I as the District I Commander, the Night Watch Commander, and the Lieutenant of the Special Enforcement Bureau. Captain Phillips is also a member of the Tulare County Consolidated EOD.

Captain Phillips has a Bachelor of Arts Degree in Organizational Management from Ashford University and is also a graduate of the Los Angeles Police Department Leadership Academy and FBI National Academy.

Captain Phillips' promotion will be effective Saturday, October 15, 2016.
