Professional Standards Bureau

Lieutenant Osvaldo Dominguez oversees the Professional Standards Bureau and Fleet. The Professional Standards Bureau is compromised of the Public Information Officer (PIO), Personnel & Training Unit, Community Outreach, Duty Officer, and the Records & Court Services Unit.

Lieutenant Osvaldo Dominguez began his law enforcement career with the Visalia Police Department in 2005. In 2011, Osvaldo was promoted to the rank of Sergeant and in 2014 to the position of Lieutenant.

During his employment with the Visalia Police Department, Osvaldo has heled assignments in the Patrol Division, Violent Crimes Unit, Professional Standards Bureau where he was assigned as the Public Information Officer, and oversaw the Special Enforcement Bureau. Osvaldo is currently assigned as the Professional Standards Lieutenant.

Lieutenant Dominguez holds a Bachelor of Arts Degree in History, as well as a Master's Degree in Public Administration. He is also a graduate of the Visalia Chamber of Commerce Leadership Visalia program.
