American Rescue Plan Act (ARPA)

As we continue to navigate our way through the COVID-19 pandemic and work diligently to reopen and rebuild, the American Rescue Plan Act (ARPA) will provide some much needed relief for the City of Visalia.

In March of 2021, the ARPA of 2021 was signed into law to aid economic recovery and emergency response to COVID-19 and the City of Visalia will receive a total of $29.3 million in federal aid. The Act states that funding can be used to:

  •   Respond to COVID-19 or its economic impacts
  •   Replace City revenues lost due to COVID-19
  •   Provide premium pay to eligible essential workers
  •   Invest in water, sewer, storm water, and broadband infrastructure

In determining how to allocate this funding, the City will focus on projects and uses that address immediate needs, create solutions that are sustainable, and achieve long-term benefits. We acknowledge that this is an unprecedented opportunity to make one-time investments that will improve the efficiency of government services and create long-term cost saving to provide a high return on the investment to our residents.
