Visalia Parkway at Mooney Boulevard Improvement Project Construction

Project Type: Road Widening with Traffic Signal Modification and Sidewalk and Ramp Improvements

Schedule: September 26, 2023 to December 19, 2023

Summary:
The City of Visalia is partnering with Caltrans and two private developers for the improvements to Visalia Parkway at Mooney Boulevard.  The roadway improvements will widen Visalia Parkway to its ultimate configuration with two lanes of travel in the east/west direction of travel to include dual left turns onto Mooney Boulevard.  The City’s project will modify the Caltrans traffic signal at Visalia Parkway and Mooney Boulevard intersection and the adjacent roadway improvements.  The two developers will be improving Visalia Parkway and Mooney Boulevard adjacent to their respective developments and dovetail into the City’s portion of the work.

Impacts to the Public:
Throughout the construction process there will be traffic control measures in place with minor lane restrictions and night work.  The traffic control measures implemented will be designed to always keep traffic flowing on Visalia Parkway, while allowing the contractors to perform their work outside of the travel lanes. The construction phasing included below could be modified due to unforeseen conditions. However, any changes to the proposed construction phasing will be updated here.

Phase 1: (June 26, 2023 through September 20, 2023)
The contractor will be working outside of the existing travel lanes to construction the following: 
- Installation of storm drain pipe. 
- Construction of curb and gutter. 
- Construction of median curb in Visalia Parkway east of Mooney Boulevard. 
- Paving within Visalia Parkway and Mooney Boulevard.  

Phase 2: (September 20 through December 1, 2023)
The work included in this phase of construction will include the following:
- Removal and reconstruction of the curb and gutter along the north side of Visalia Parkway to create a west bound right turn lane. 
- Reconstruction of the northwest corner of Visalia Parkway at Mooney for the installation of a new traffic signal pole and ADA compliant pedestrian ramps. 
- Construction of the southwest corner pedestrian ramps and the relocation of traffic signal equipment. 
- Modifications to the median noses within Mooney Boulevard for improved pedestrian walkability.
- Construction of median curb in Visalia Parkway east of Mooney Boulevard. 

Phase 2 will have minor traffic impacts requiring the narrowing of lanes to construct the improvements along the north side of Visalia Parkway.  

Phase 3: (December 4 through December 19, 2023)
The final phase of construction will include the following. 
- Completion of paving and roadway striping.
- Implementation of the traffic signal modifications at Visalia Parkway and Mooney Boulevard. 
- Shifting of east bound traffic to the completed south half of Visalia Parkway.  

Details of Phase 3 will be released prior to the implementation of the shifting of traffic to provide updates on the status of construction and any traffic impacts that may be expected.
