Warning and Response

The City of Visalia has an Emergency Operations Plan in place to address the planned response to emergency situations such as flooding. Among other emergency situations, the plan focuses on the following:

  • Establishing the emergency management organization required to mitigate any significant emergency or disaster caused by flooding in the City of Visalia.
  • The plan identifies the policies, responsibilities and procedures required to protect the health and safety of The City of Visalia community, public and private property and the environmental effects of natural and technological emergencies and disasters.
  • Establishes the operational concepts and procedures associated with Initial Response Operations (field response) to emergencies, the Extended Response Operations (City Emergency Operations Center [EOC] activities) and the recovery process.

Emergency Operations Plan (EOP)

The City of Visalia is also one of 11 jurisdictions participating with the Tulare County Office of Emergency Services (OES) as part of a Multi-Jurisdictional Local Hazard Mitigation Plan.  A hazard mitigation plan is a formal document that outlays the plans to reduce or eliminate the long-term risk to human life and property from natural or man-made hazards.  The plan has been designed to meet four goals; (1) significantly reduce life loss and injuries, (2) minimize damage to structures and property, as well as disruption of essential services and human activities, (3) protect the environment, and (4) promote hazard mitigation as an integrated public policy.
