Other Council news: Approved an agreement for $240,800 to Kitchell for construction management services for the Animal Care Facility.
Building permits up 13% for January: 2014 is off to a strong start, with new single family dwellings showing a 23% increase over last year. Total number of permits was up 13% with 3,474 over 2013's total of 3,083. Total value of all permits was up 1% with $9,563,407.
Houston Widening Construction resumes this week: Caltrans has 
scheduled lane closures through Friday on State Route 216 (Houston Avenue) between Lover’s Lane and McAuliff Street.  These closures are part of the current widening project for State Route 216 (Houston Avenue). The right lane of Northbound and Southbound Lover’s Lane from Sweet Avenue to Golden West Avenue will be closed from 6 am to 6 pm through Friday, February 7th. The right lane of Northbound and Southbound McAuliff from State Route 216 to Sumter Court will be closed from 6 am to 6 pm through Friday, February 7th.  Houston Avenue, between Lover’s Lane and McAuliff Street, may be subject to delays between the hours of 6:00 a.m. and 6:00 p.m. daily.  State Route 216 will remain open to traffic, but will be reduced to one lane in each direction.  Flagging personnel may be on site if necessary to allow construction crews to work in traffic lanes and assist motorists through work area.  Delays may occur. Signal lights at the intersection of Lover’s Lane and State Route 216 and the intersection of McAuliff Street and State Route 216 are fully operational.  Due to the high volume of traffic during school drop-off and pick-up, commuters are reminded to be aware of pedestrians and pay close attention to road construction vehicles and personnel.  Drivers are encouraged to avoid this area during project work hours and use alternate routes when possible.  Closures may continue for longer periods of time if necessary, due to delays caused by uncontrollable events that may occur during road construction procedures.
Community Meeting on Zoning Text Amendment set for Feb. 13: An
information and outreach meeting for members of the commercial development and property management community will be held at 5 pm, February 13,  at City Hall East, 315 E. Acequia Ave.) The purpose of the meeting is to provide Community stakeholders with an overview of a zoning code text amendment (ZTA) recently authorized by the Visalia Planning Commission. The proposed ZTA would streamline the permit process for several uses that currently are either not allowed in certain zone districts, or require a Conditional Use Permit (CUP).  The ZTA is fairly modest, premised on recent identification of commercial uses that appear to no longer warrant the requirement for discretionary approval by a CUP.  It has been generally noted that these uses are routinely approved without public controversy or the need for special conditions.  In addition, these uses are often for start-up small business enterprises that would directly benefit from a more streamlined permitting process.  For information, contact Paul Bernal at 713-4364 or Paul Scheibel at 713-4369.
Enjoy Donuts and Discussion with Council Member Warren Gubler and Public Works Director Adam Ennis: Join them from 7 to 8:30 am Saturday, Feb. 22 at Panera Bread at 4103 S. Mooney Blvd. This information gathering allows citizens to address their concerns or ask questions one-on-one with Council Member Gubler. Public Works Director Adam Ennis will give an update on the City's largest public works project, the upgrade of its water conservation plant, as well as give information on street upgrades and significant projects in the City. Passport business booming at City Hall: The City's Human Resource department boasted a 23% increase in passports processed in 2013 at City Hall, 707 W. Acequia Ave. The increase generated over $42,000 over last year alone. The service at City Hall is fast, friendly and convenient for many people.
CVB Updates - Visalia Convention and Visitors Bureau will attend Visit California's Outlook Forum: Visit California, the State of California tourism department, will host the Outlook Forum in Pasadena.  Visalia Convention and Visitors Bureau will hear from noted travel industry leaders, get an exclusive look at Visit California’s global marketing programs and networking with international country representatives.  Thursday night, Visalia Convention and Vistors Bureau's strong partnership with the Fresno Yosemite International Airport and Yosemite Sierra Visitors Bureau to create Majestic Mountain Loop will be recognized as all three partners are finalists for a Poppy Award at the Industry Recognition Dinner. Aloha Spirit Championships Returns to Visalia: The Aloha Spirit cheerleading championships will be in Visalia once again this year! From February 14th-16th, the Convention Center will be booming with over 1,700 cheerleaders, family members, and coaches.  These championships are expected to generate significant business throughout Visalia. RCMA Emerge Conference, Where Faith Meets: The Visalia CVB will be attending the Religious Conference Management Association Emerge Conference this week in Sacramento.  CVB staff will meet one-on-one with religious conference managers  while exploring quality educational opportunities, learning industry best practices and new cutting edge technology.  In the coming years the CVB looks forward to delivering new faith based business to the Convention Center, partner hotels and to the local economy.
